A (Very) Brief Introduction to Specific Plans

In Pima County, a Specific Plan is a special type of zoning document. It establishes all of the basic zoning standards (boundaries, guidelines, restrictions, etc.) for the parcel(s) included within the plan area. It is not unusual for specific plan zoning to differ from the predominant zoning standards set forth in Pima County Code (Section 18 - Zoning). Specific plans are complex ordinances adopted by the Board of Supervisors; they supersede the general zoning code in order to:

1. Provide a bridge between the county's comprehensive plan and individual development projects;
2. Establish, in an atmosphere of mutual consent, versatile, orderly, cost effective and environmentally sound land development regulations for designated areas;
3. Be used as the preferred planning tool for the development of land within the buffer overlay zone, Chapter 18.67.

The Rocking K Amended Specific Plan area is approximated in blue on the following image (created April, 2005). The boundary of Saguaro National Park - East is indicated in green, City of Tucson in brown (extending to the west), primary roadways in purple, and future primary roadways in orange. Rocking K Amended Specific Plan - Document Downloads

The documents available below have been scanned from a copy of the Rocking K Specific Plan purchased by RVC from Pima County Development Services Dept., Planning Division, in March, 2005, and are presented in the same order as they are bound in the original document. They are provided in separated sections / files, for two reasons: First, a single file would be extraordinarily large and cumbersome. Second, you have the option to be selective and only download the portion(s) that are of interest to you. That said, however, RVC recommends that you download the entire plan unless you are already familiar with it. A little bit of knowledge can be a dangerous thing!
